Designed by USA Architects of Somerville, New Jersey, the 90,000-square-foot Center for Lifelong Learning will accomodate 175 autistic and disabled children aged 3 to 21 and is aiming for the first LEED Platinum rating of any school in the state of New Jersey. The $23 million project just recently broke ground in Sayreville and should be ready in September of 2009. The school will offer 24 classrooms, as well as physical therapy, gymnasium, and aquatics space, which will also be used by Sayreville’s Brain Injured Children’s Swim program.

Saratoga County’s Clifton Park-Halfmoon Public Library Earns LEED Certification
The Clifton Park-Halfmoon Public Library, just to the northeast of Schenectady, recently earned formal LEED certification from USGBC. The 55,000-square-foot project was designed by architects Woodard Connor Gillies & Seleman of Albany and opened to the public back in December of 2006. NYSERDA served as a technical advisor on the project, which participated in the New York Energy $mart New Construction Program, and reviewed the proposed energy-saving features of the building proposed by the design team, which included high-efficiency windows, additional insulation, efficient lighting with occupancy control, efficient HVAC systems, and a digitally controlled building management system.

Green LITES: NYSDOT Introduces Sustainable Transportation Design Program
Earlier this week, the New York State Department of Transporation (”NYSDOT”) unveiled its Green Leadership In Transportation and Environmental Sustainability (”Green LITES”) design program. While NYSDOT has utilized sustainable elements in its transportation designs previously, Green LITES is an attempt to standardize the entire process and place New York State at the head of the pack when it comes to sustainable transportation design; the program, which is based on LEED, is the first in the country of its kind. “This effort is only the latest example of New York setting the standard for environmental sensitivity in transportation planning,” said Federal Highway Administrator Thomas J. Madison. “They don’t just set the gold standard, they set the green standard.” NYSDOT will review all designs submitted after September 25 under the Green LITES program, prior to the project going out to bid.

Anchor Tenant is Credit Crunch Casualty at SJP Properties’ LEED Gold Hopeful 11 Times Square
The New York Observer today confirmed a story that first appeared in Real Estate Weekly a couple of weeks ago (which we noted here at gbNYC) regarding the French bank Natixis, which has been on the hunt for office space in Manhattan since earlier this year. It appears that the bank is close to inking a deal to sublease 270,000 square feet at 277 Park Avenue from JPMorgan Chase, which is moving into the former headquarters of Bear Stearns at 383 Madison Avenue. The deal would be a major blow for SJP Properties, which is still without an anchor tenant for its speculative, LEED Gold hopeful 11 Times Square that continues to rise along Eighth Avenue. The firm had held its asking rents steady in the $100 per square foot range, though the recent flood of Class A space that has become available from financial services tenants looking to downsize may force it to reassess its position, as Natixis will pay around $80 per square foot for its space at 277 Park.

ML: Princeton’s Carl A. Fields Center for Equality and Cultural Understanding
Boston-based Anna Beha Architects (”ABA”) has designed a renovation and expansion of Princeton University’s Carl A. Fields Center for Equality and Cultural Understanding, whose building dates from 1901 and was formerly one of the school’s eating clubs. The project recently broke ground and contemplates a 5080-square-foot addition to the original, Italianate-style base building, which will house 18,8000 square feet of programming, office, and classroom space. The architect’s challenge was to reclaim the building’s original design, which it discovered through researching the university’s archives had been buried by a series of poorly executed previous renvovations. ABA was charged with creating useable outdoor space, as well as visible entry points into the structure.

Litchfield House: Zero Energy Saltbox in Connecticut
The saltbox is one of the country’s oldest home construction techniques and an excellent example of American colonial architecture. Dating from the 1600s across New England, the saltbox’s shed roof and single story would face north with little to no glass in an effort to deflect winter winds. The two-story side of the design faced south, using large windows to passively collect solar energy. The Litchfield House is an effort to implement the principles of the historical saltbox using modern green building techniques. Perhaps the biggest difference in the Litchfield House from a traditional saltbox is that the house’s large roof faces south instead of north, allowing a rooftop photovoltaic system to collect nearly 13,000 watts of solar power annually.

7 WTC Tenant to Build 5-Star Green Resort in Bermuda
Scout Real Estate Capital, whose New York City offices are located on the 34th floor of Larry Silverstein’s LEED Gold-certified 7 World Trade Center, announced earlier this week that construction on a 5-star resort hotel in Bermuda’s Southampton Parish should commence in September after local officials approve the firm’s preliminary design plans. Scout has already commenced demolition of the Wyndham Beach Resort (which currently occupies the site) and is recycling reclaimed copper and concrete from the property. The firm intends to seek an unspecified LEED rating for the $300 million project, which should open up sometime in 2011, feature 150 guest rooms, and draw power from an on-site solar array.

New York Energy Smart Loan Fund Offers Incentives for Energy Efficiency Across Empire State
If you own real estate in New York State, you may qualify for an interest relief payment from the New York Energy Smart Loan Fund if you plan to make an investment of any kind towards improving the energy efficiency of your property. Payment comes in the form of a lump sum to the lender (not to you) when a loan for a particular renovation or installation of an energy efficient service has been blessed by an approved lender. The interest relief is then passed on to you on payments over the full period of the loan. The purpose of the program (administered by NYSERDA) is to offer interest rate reductions on any loan that aims to increase the energy efficiency of a property.

Richard Stockton College of New Jersey: Green Addition to the Pinelands
The Richard Stockton College expansion project is an excellent case study for how to build green in a small space while acknowledging development’s impact on its natural surroundings. Richard Stockton was originally constructed in 1973 on New Jersey’s Pinelands National Park Reserve before the land was protected. The Pinelands include over one million acres of farms, wetlands, and forest and are located in the center of the southern part of the state. Expanding Stockton’s existing site footprint would have translated into additional costs and time through the NJDEP/Pinelands permitting process. Instead, the school decided to simply build on top of an existing one-story laboratory building.

Intervale Green: Affordable, Sustainable, & Wired in the Bronx
Intervale Green is a $45 million, 127-unit affordable housing development under construction in the Morrisania section of the Bronx. Project sponsor WHEDC teamed with energy consultant Steven Winter Associates to reduce the building’s expected energy costs by 35 percent through numerous sustainable design elements, including the installation of EnergyStar appliances and light fixtures. Other green design features include two different green roofs, low-e windows, and non-toxic paints and sealants- important because the Morrisania neighborhood holds the unfortunate distinction of the highest asthma rate in the Bronx

Albany Reaches Agreement on Amendments to Brownfield Cleanup Program Act
Earlier this week, lawmakers in Albany reached an agreement with Governor Paterson on amendments to New York State’s Brownfield Cleanup Program Act (”BCPA”). Under current BCPA provisions, developers can receive tax credits for up to 22 percent of the cost of remediating a brownfield site. The new Act will increase that figure to 50 percent but include a cap of $35 million (or three times the cleanup cost, whichever is less) for non-manufacturing projects; the cap increases to $45 million (or six times the cleanup cost, again, whichever is less) for manufacturing projects.
